On the contrary, this is an excellent opportunity for the development of China's special-purpose vehicle industry.
Although China's special-purpose vehicle industry is not yet a technology-intensive industry, and technology is still the weakness of the industry, with the development of China's special-purpose vehicle industry, this weakness will gradually change. Domestic enterprises do not pay attention to the specialization of top-loading components. If they do not master the key technologies of the top-loaded parts, the development momentum and value-added space of domestic special-purpose vehicles will be very limited.
He believes that the current domestic policies and regulations greatly hamper the development of proprietary high-tech top-level components for private car companies with independent intellectual property rights. Enterprises can make good products, but they must turn good products into good ones. There are too many thresholds and barriers, the cost is too high, and it takes too much time. Enterprises cannot afford it. Grasping the special car should grasp the source and grasp the fundamentals. The top part of the special car is the source and the root.
Lagging is not just about technology
At the 61st International Commercial Vehicles Exhibition in Hannover, held in September last year, many visitors from domestic manufacturers of special-purpose vehicles reported that there were many good technologies and good products at this exhibition, but they were not available at home. The reason is not that the technology is too advanced, but the domestic policies, regulations, and vehicle use environment are still not perfect, which is not conducive to the promotion and application of these good technologies and good products.
Ye Jun, general manager of Yangzhou CIMC Tonghua Special Vehicle Co., Ltd., was called "European Communication" by his peers and was an old audience at the Hanover International Commercial Vehicle Show. After walking around the Hanover Motor Show, she discovered that the development trend of safety, environmental protection, and weight reduction for European special vehicles is more obvious. Some new technologies and new products are worthy of domestic companies' reference. However, she worriedly said that in the early years, CIMC Tonghua had already seen this development trend of special vehicles, introduced relevant technologies for digestion and absorption, and made early preparations for technology, but did not expect that the products produced would be domestic Sales are limited or there is no market at all and they can only be exported. The reason is that domestic policies and regulations and the use of the vehicle environment are still not perfect, and the advantages of good products simply do not appear.
At present, the management of the automobile industry is in a transitional period. The current auto product management system is not perfect, the National Development and Reform Commission announces the management system, the National Certification and Accreditation Administration mandatory product certification system, the environmental protection department's environmental protection directory system, the vehicle management system, etc. Aspects have strengthened the management of the automotive product market, but the multi-headed management has also brought a lot of restrictions to the development of automobile manufacturers. A lack of a link will affect the product development, production and sales of the company. In addition, the revision of the standards and regulations can not keep up with the progress of product development, and the industry standards and regulatory system is confusing, implementation has a lot of randomness, lack of scientific management, the company is not well implemented and grasped, and it seriously restricts the development of the special automobile industry.
Experts pointed out that at present, the revision of domestic standards and regulations cannot keep up with the progress of product development, the arbitrariness in the implementation of policies and regulations, and the lack of coordination among departments, which seriously restricts the development of the special-purpose auto industry. During the "Eleventh Five-Year Plan" period, China's special vehicles must have greater breakthroughs in technology and product quality, and need a good policy and regulatory environment and market environment.
