At the same time, there are still many deep-seated contradictions and problems in the pesticide industry, such as overcapacity, resource and environmental constraints, weak agrochemical services, and weak innovation capabilities. In particular, under the current environment of economic recovery, the unstable and uncertain factors that affect the development of the industry have increased. The pesticide industry in China is still facing a severe test.
Li Yongwu pointed out that further accelerating the transformation and upgrading of the pesticide industry is the only way to realize China's development from a large country to a strong country. In the future, we must focus on five areas of work: First, strengthen management, and strive to open up domestic and foreign markets. Enterprises should strengthen comprehensive budget management, implement all personnel, the whole process, and the entire scope of management and control; pesticide exports should go deep into implementation of the strategy of going out, actively adjust the product structure, and increase the export of preparations. The second is to strengthen technological innovation and vigorously promote structural adjustment. We will further improve the service system that integrates enterprises as the main body, research, production, and research, strengthen the protection of intellectual property rights, and promote the development of innovative brands such as pesticide research and development and strategic alliances. The third is to further promote responsible care and promote energy conservation and emission reduction in the industry. Enterprises should further improve their awareness of responsibility and care, and strengthen anti-fouling and pollution control measures. They must strictly control the use of solvents and auxiliaries for toxic and hazardous substances from the source. Fourth, in-depth development of agrochemical services, and build industry-renowned brands. It is necessary to permeate agrochemical services throughout the entire process of agricultural production and provide farmers with comprehensive services in the pre-production, mid-production, and post-production processes. Fifth, the association should give full play to its role as a bridge link and provide quality services to enterprises.
Chen Yanhai also stated that the focus of the development of the pesticide industry in the coming period should be on promoting industrial restructuring, accelerating the elimination of outdated production capacity, actively promoting the implementation of the relevant provisions of the Regulations on the Administration of Pesticides, making agricultural administrative licenses in accordance with the law, and vigorously promoting coordinated development of production and services. Continue to do a good job in counterfeiting agricultural resources.
