China's auto industry has entered a period of rapid growth based on mass consumption, and the automobile society is coming to us. In order for Volkswagen to produce good results, it should first play a market role. However, due to the large number of “externalitiesâ€, it is not enough to rely entirely on the market’s invisible hand. Short-term adaptability of policy adjustments is not sufficient to deal with the overall issues that "automobile society" will face. The problems involved in the coordinated development of the automotive industry and the economy, society, and the environment go far beyond the automotive investment and production levels. It is necessary to reposition government functions and formulate development strategies from a long-term and strategic perspective. Many of these require more than the control of the “production volume†of the automobile to require the government to play a role. At least the following aspects are worth noting at the moment:
First, set the strategic goals of a clear and far-sighted automotive industry.
As a strategic industry, automobiles must become an important carrier for the continued expansion of domestic demand, continue to spur economic growth and become an industry leader in the upgrading of industrial structures, and pay attention to the development of related industries and service industries in the automobile industry and the construction of supporting facilities and truly make automobiles. Consumption has become a vehicle for improving the quality of life of residents and social progress. It has fully considered the constraints of the energy environment and learned from international experience. When entering the “automobile societyâ€, it has done the least energy consumption, the least environmental pollution, and ensured the sustainable economic and social development; Actively participate in the international division of labor, restructuring, the introduction of strategic investors, optimize the industrial and corporate structure, and expand domestic and local companies, become a powerful automotive industry, and achieve a net export of bulk automotive products.
Second, formulate mandatory fuel economy regulations.
When Volkswagen consumption starts, it should give a strong signal to the community, that is, energy conservation and environmental protection. The current fuel economy of China is calculated on the basis of mileage per liter of fuel, which is 24.7% higher than Japan's 2010 target and a difference of 48.4% between the EU's second-phase target. It is necessary to make the energy consumption of new cars entering the market drop by a large margin and move closer to the international advanced level.
In 1975, the United States formulated a mandatory automobile fuel economy policy that took effect in 1978. Compared with before the implementation of the standard, the United States saved 190 million tons of fuel in 2000 alone, saving US$92 billion in funds.
Third, the formulation of automobile consumption policies is more essential.
The important task of formulating automobile consumption policies is to harmonize the potential of car consumption for the release of residents with sustainable economic and social development. On the one hand, it is necessary to purify the automobile consumption environment. On the other hand, policies such as fuel tax and differential taxation are used to reflect the government’s tendency to encourage and limit auto consumption. The automobile consumption policy guides residents' car consumption, and the customer's "currency vote" affects the manufacturer's R&D, production, and investment. The government uses market-oriented means to guide the ever-expanding residents' car consumption and manufacturers' R&D, production, and investment to the current national energy, environment, and supporting conditions, so as to form a virtuous circle of sustainable development. The practice of formulating and implementing automobile consumption policies is more favorable and effective to consumers, manufacturers, and sustainable development than the government's practice of controlling enterprises, supervising enterprise R&D, restricting market access, and controlling corporate investment.
Fourth, the screening process for competition is insurmountable.
We are gratified to see that in recent years, the competition in the automotive market has become increasingly fierce, but the competitiveness of enterprises has also increased. Market competition plays an irreplaceable role in the growth of industries and enterprises. Many problems in the Chinese auto industry rely on market and market competition to solve, rather than the government's intervention in the micro economy. At present, the government is concerned that excessive investment in the auto industry is not unfounded. However, in situations where competition is not sufficient, entrants should be given equal opportunities. The government adopts tools and instruments that are consistent with the market economy. For example, to formulate industrial development strategies and publish industrial information; to deepen enterprise reforms, ownership is in place; new government funds no longer enter, and the government does not encourage or directly intervene in corporate investment; further develops and strictly implements technologies, quality, environmental protection, and safety such as products. The industry, energy consumption, after-sales service, and the factory's environment have entered the industry standards; the bank's strict credit assessment and review; fair taxation and strict land use management.
Fifth, grasp the opportunities for participating in international restructuring.
In the medium and long term, China’s continuously growing automotive market can constitute an economic scale. If strategies and tactics are well grasped, Chinese-made automobiles and parts and components will fully meet domestic demand and at the same time, it is entirely possible to achieve net exports in the future.
With the rapid development of economic globalization, the possibility of China leaving the international background to independently develop the auto industry has gradually disappeared. We should not focus on whether the Chinese auto industry should participate in the “reshuffle†process of the world auto industry, but on what goals, in what way, and to what extent should the Chinese auto industry integrate into the global automobile industry? Only in this way can we give full play to our advantages and share more benefits. The Chinese auto industry is facing a major strategic choice. To this end, the government must adjust relevant policies; enterprises must formulate medium- and long-term strategies, take the WTO as an opportunity to realize the goal of large-scale production and net exports in China, and actively participate in international restructuring and participation in the international division of labor. This is China’s automobile industry. Industry development is an alternative way out.
